Bringing a beauty brand into Dubai
Most of what is written about this market is written to sell you a service. This is written to save you a month. It covers what has to be true before a clinic here can buy from you, in the order it has to be true, and it says plainly which parts we can help with and which we cannot.
The one rule that decides everything else
A product cannot be registered in the UAE by a foreign company. The filing is made by a company registered here whose trade licence covers that kind of product. For medical devices the same idea appears as an authorised representative: a foreign manufacturer cannot file on its own and has to appoint one locally.
That single rule is why every brand ends up with the same question early on. Do you appoint a distributor or importer who holds the licence and files for you, or do you set up your own company here and file in your own name. Everything else, including whether a clinic can legally buy from you, follows from that choice.
Four ways in
The shape you choose changes who files the paperwork, who carries the stock, and who you are actually selling to.
- Export through a UAE distributor. They hold the licence, register the product, import it and sell to clinics. Fastest and most common. You give up margin and a degree of control over how the brand is presented.
- Your own UAE entity. You register in your own name and keep the margin. Note that a free zone company generally cannot sell into the mainland by itself, so brands going this way often still need a mainland partner or a mainland licence.
- OEM for a local brand. You manufacture and somebody here owns the label. The registration is theirs. You are selling production capacity, so your buyer is a brand owner or a group, not a clinic.
- ODM or private label for a clinic group. A chain puts its own name on your formulation. One buyer, steadier volume, and the chain handles registration. It only works with a group large enough to carry a line.
Where a product gets registered
Which authority you deal with depends on what the product is, not on what you call it in marketing. A cream is a cosmetic. A device that treats skin is a medical device. A capsule is an ingestible. They travel different routes.
- Cosmetics and personal care are registered in Dubai through Dubai Municipality's Montaji system. Several categories also need a federal conformity certificate before customs will clear them.
- Medical devices and equipment go through the federal health authority, with an authorised representative in the UAE, a quality system certificate, a certificate of free sale and technical documentation.
- Supplements and ingestibles follow a stricter path again, and ingredient rules decide more than packaging does.
The documents you will be asked for
The exact list moves with the category, but the same papers come up again and again, and the slow ones are the ones that have to be issued and attested in your own country.
- Full ingredient or composition list, in English and Arabic
- A free sale certificate from the country of origin, properly attested
- A certificate of analysis, usually issued within the last twelve months
- Good manufacturing practice certificate for regulated categories
- Artwork and labels as they will actually appear on the product
- For devices, a quality management system certificate and technical file
Start the attested free sale certificate first. It is the document most likely to add weeks, because it depends on an office in your own country rather than on anyone here.
Labelling and shelf life
Two rules catch brands late, when stock is already made. Labels have to carry Arabic alongside English, with the product name in both and ingredients listed in Arabic in descending order. And products are expected to arrive with meaningful shelf life left, commonly at least twelve months at the point of import.
Both are cheaper to solve before a production run than after one. If you are planning a first shipment, decide the Arabic artwork at the same time as the formula.
Time and money, honestly
Official registration fees are small, in the low hundreds of dirhams per product, and the registration itself is often measured in a few weeks. That number is not your cost. Your real cost is the local entity or the distributor's margin, attestation, Arabic artwork, a consultant if you use one, shipping, duty and VAT, and the samples and training a clinic will expect before it stocks anything.
Brands that get surprised here are usually the ones who read the registration fee and stopped reading.
How clinics here actually buy
This part is not regulation, it is what we see in our own data and conversations across the clinics and salons we list in Dubai.
- The buyer is rarely the owner. In a group it is an operations or procurement lead. In a single salon it is the owner, and the decision is quick but small.
- Groups behave differently from single sites. A chain with several branches wants one line, training and a restock rhythm. A single site wants a small first order and no commitment.
- Price is read against what they already charge. Published treatment prices in this market vary widely for the same service, so a clinic judges your cost per treatment against its own room rate, not against your retail price.
- Exclusivity is asked for early. Decide in advance what you will give by area or by group, because the first serious buyer will ask.
